Formed Pengen Consulting in 1994 to help governments, businesses, associations and citizens in Oregon take advantage of available telecommunications capabilities. The firm provides a variety of services and training activities on online communications systems and on Internet resources. We assist in setting up and managing email communications, private conferencing and public and private bulletin boards and web pages. We also design and present customized seminars and provide specific Internet research.

Managed Oregon Public Ports Association on a management contract as one of three principals in this private consulting and lobbying firm. Provided services to other clients, primarily Metro, Special Districts Association of Oregon and Regional Disposal Company. Participated in all aspects of Western Advocates management.
1988-91 Executive Director. Oregon Public Ports Association
Managed full-service, non-profit association of Oregon's 23 public port districts, members range in size from Port of Portland with 700 employees to Port of Nehalem which employees only a part-time secretary. Association's major responsibility is representation at state legislature, other services include conferences, quarterly newsletter, education and industry public relations. Responsible for all management functions including long-range planning, budgeting, investment management, and membership satisfaction as well as member- defined services. $120,000 budget, one employee.
1983-88 Legislative Affairs Coordinator. League of Oregon Cities
Responsible for developing and coordinating a coherent, credible set of legislative and policy positions for Oregon's cities and advocating those positions in appropriate forums including federal and state legislative arenas and with state agencies. Additional responsibilities included technical assistance, training, conference session development and other association services. At that time the League had 238 members (of 242 cities), ranging in population from 15 to 300,000.

Clients included City of Eugene, Oregon Criminal Defense Lawyers Association and United Way of Lane County. Responsible for each organization's preparation for and participation in the 1983 legislature.
1980-82 Intergovernmental Relations Director. City of Eugene, Oregon
Managed the City of Eugene's interests in federal and state legislation and a wide variety of intergovernmental contracts with Lane County, Lane Council of Governments, Eugene Water and Electric Board and several cities as well as private interests such as Chambers of Commerce and ambulance, cable and social service providers.

Managed city-wide data processing services with mainframe contract as part of cooperative data center at Lane County. Fully responsible for planning, organizing, budgeting and directing work of department. Member of city management team. Department budget of $1.3 million, 40 employees.
